$ State governmentCOffices of rural health can use this method to identify places in their states that they should target with programs designed to support health care providers. These might include loan repayments as financial incentives, technical assistance to providers to help them achieve efficiencies within the constraints of lower revenues, incentives to establish regional systems of care, and direct assistance where needed.
